James "Jim" Francis MacNeil was born October 2, 1921 on the Dunn Road in Barra Glen, Nova Scotia. He was the son of Michael Dan MacNeil of Jamesville and Catherine MacNeil of Barra Glen. His MacNeil ancestors came from the Isle of Barra.

Jim Francis was raised in Barra Glen and moved to Sydney as a young adult in search of work. After holding various jobs, he secured a position at the Sydney Steel Plant, where he remained for the duration of his career. In August 1953, he married Theresa "Stephen Rory" MacNeil of Barra Glen - and together they raised a family of four children in Sydney.

Jim Francis was an exceptional singer with a strong, beautiful singing voice. When his father-in-law, Stephen Rory, came to visit, the two would converse in Gaelic and share songs. Stephen Rory MacNeil is also featured in the Cape Breton Folklore Collection.

In his spare time, Jim Francis would attend milling frolics all over the island - in Johnstown, Whycocomagh, Iona. He was a cherished member of the Iona Gaelic Singers. He deeply loved his Gaelic culture and appreciated the history, singing traditions, fiddle music, and dancing.

Jim Francis passed away on August 25, 1985 at the age of 63. His family has shared how much it would have meant to him to see the many Gaelic initiatives happening today and to know that the language he loved continues to be taught, spoken, and celebrated.
